Introduction of National Bank of Kazakhstan

The National Bank of Kazakhstan issues into circulation the banknotes of new design: 200, 500, 1000, 2000, 5000 and 10 000 Tenge.
 

This decision of issue new banknotes was caused by several objective reasons and requirements. Within several years the National Bank made the replacement of particular denomination for convenient perception of each banknote denomination at payments that excludes the possibility to entangle the banknotes with the same basic images and sizes. Several new security features and modernized printing technologies were applied on new replacing banknotes. All these questions are examined permanently, and in the final analysis it was considered that further partial improvement of the banknotes would be inexpedient.

As continuation of scheduled work of the improvement of national currency several variants were examined, and it was acknowledged that the most optimal variant would be complete change of the design of the banknotes 200 – 10000 Tenge without changing of their face value and without issuance of new high denomination. It means than nominal row of banknotes and coins will be the same as now.

The banknotes of new design completely exclude the possibility to entangle the banknotes of different denominations due to different colours and sizes. Colour spectrum makes positive and easily recognized appearance of each denomination. Each next denomination is 4 mm height and 3 mm width bigger that the previous one.

Continuing existing tradition the face side represents the same basic image on all denominations, but each of them has its own colour. The back side also realized in equal style, but the biggest striking images are different.

With relation to security new design has the aim to authenticate the banknote easy and fast. Classical and the latest most difficult for counterfeiting security features are used to secure the banknotes. All these features harmoniously constitute the part of general conception.

Maximum possible quantity of security features that can be check without special tools (visible by the naked eye and through the light) are used to facilitate authentication by general public. All denominations moreover have distinctive marks for people with weak vision. These marks allow to identify the face value of any banknote. Until now such marks were used only on several denominations of national currency.

The following security features are used to protect the banknotes: special paper and ink, watermarks, special security threads, see-through features, latent images, optically variable images, anti-copying elements, etc.

The replacement of the banknotes has no aim to infringe any rights of citizens and legal entities. The National Bank realized such replacements, and optimal order was developed.

Any sum of old design will be changed for the same sum of new design without limitation and without any commission. It is not necessary to change money at the day of issuance. Banknotes of old design and new design will circulate parallel during one year; it is obligatory to accept as legal tender banknotes of different designs according to the face value. After this year old series can be changed in commercial banks and subdivisions of National Bank during one additional year. And even after this period during 10 years anyone can change old banknotes in subdivisions of National Bank after positive results of examination of the banknotes.

If during year of parallel circulation any legal entity refuses to accept old series or new series regardless of face value, this doing is unlawful according to the Article 166-1 of the RK Code on administrative offences. Having the complaint the National Bank in the person of its subdivisions is authorised to impose fines stipulated in the Code.

 

General information

 

National Bank of Kazakhstan issues into circulation new design banknotes 200, 500, 1000, 2000, 5000, 10000 Tenge. There are several factors of this measure and it is aimed to enhance the security of national currency against counterfeiting.

The replacement of the banknotes is planned and has no aim to infringe any rights of citizens and legal entities. The main aim of the replacement is counteraction against counterfeiting, which causes enormous damage to the economy of the country and to any citizen or entities. The replacement of banknotes is ordinary practice for almost all countries of the world. It is very important in the epoch of newest high computer technologies, which are added to counterfeiters armoury. These technologies allow to reproduce a banknote with 99 percent accuracy. That's why Interpol recommends to central bank to replace the design and technical characteristics of the currencies periodically, each 5-7 years. The National Bank of Kazakhstan guarantees that during the replacement economic, quality characters of Tenge, purchasing power, existing exchange regulations will not be changed.

As a preliminary the National Bank executed several examinations. In particular science and practice developments about circulation of cash money in other countries were examined. The main finding of these researches testifies that general public perceives and identifies the banknotes mainly by colour spectrum and size of a banknote. For example, if a banknote of lower denomination has the colour of higher denomination it is perceived as high denomination.

The National Bank undertook previously different measures to prevent such confusion, 200 Tenge, 500 Tenge, 1000 Tenge and 2000 Tenge banknotes were changed slightly, that a possibility of mentioned mistake were minimized. The banknotes of 2006 series completely exclude erroneous perception of any denomination, because each denomination has its own colour and size. Colour spectrum makes positive and easily recognized appearance of each denomination. Each next denomination is 4 mm height and 3 mm width bigger that the previous one.

All new banknotes are designed in the equal style, the face side represents mainly vertical images, and the back side represents horizontal images. As a whole the design reflects the present of Kazakhstan, includes all state symbols, images of architectures and natural landscapes of the country.

In the center of the face side the Astan-Baiterek monument is depicted, it is an achievement of Kazakhstan architecture, contractual and engineering ideas, symbol of development of independent Kazakhstan. In the middle of the banknote a fragment of printed music of Kazakhstan National Anthem is printed on coloured stripes. On this fragment the white contour of numerical indication of face value is marked. To the left of the monument Kazakhstan National Emblem is printed. Kazakhstan National Flag is placed on the upper right part. On the lower part an opened palm, a symbol of faith, sincerity and justice is depicted. On the banknotes 200 Tenge and 500 Tenge the face value in Kazakh language letters is shown vertically in the lower right corner. On the banknotes 1000 Tenge, 2000 Tenge, 5000 Tenge and 10000 Tenge the face value in Kazakh language letters is shown vertically in the lower left corner. The name of the issuing bank in Kazakh language is placed under the printed music of Kazakhstan National Anthem.

Serial numbers are placed on two opposite sides of the banknotes.

Main image of the back side is contour of the map of Kazakhstan that frames the images of architectural objects and landscapes in Kazakhstan. Face value in Russian language letters is shown in the middle on the lower part. The name of the issuing bank in Kazakh language and its logotype are placed in the middle on the upper part.

With relation to security new design has the aim to authenticate the banknote easy and fast. Classical and the latest most difficult for counterfeiting security features are used to secure the banknotes. Previously when design of several denominations had been changed some such security features were used. Maximum possible quantity of security features that can be check without special tools (visible by the naked eye and through the light) are used to facilitate authentication by general public. There are latent security features that can be checked with special tools, but the main point aims quick and easy authentication of the banknote.


 The following security features are used on the banknotes:

  • Watermarks. The images of watermark consist of dark and light tones, which are well visible against the light.

  • Windowed thread. Metallized security thread appears on the surface of the paper as dotted line with inscriptions which are well visible against the light.

  • Magnetic thread. Security thread is implanted into the paper and is visible as solid line against the light, it is read by special machine during banknotes' processing.

  • Transparent window. In through hole the drawing of security stripe is visible against light.

  • See-through feature. Fragments of an image are printed on face and back sides of the banknote, and seeing against the light they fit perfectly making complete image.

  • Gold intaglio. It is high-relief security element of thick coat of metallic ink, it is counter-copying security feature.

  • Element for people with weak vision. Face side of the banknote has embossed high-relief elements easily felt by touch.

  • Optically variable ink. This ink changes its colour on different angle of view.

  • Microprint. Microtext is made of different ways of print of repeated text or figures which are read under reiterated magnifying.

  • Anticopying element. During copying the threads of undirected raster net (grid) are destroyed.

  • Serial Numbers: Magnetic serial number of two-lettered series and number from seven figures, printed with black ink with magnetic properties. Phosphoric serial number consists of two-lettered series and number from seven figures, printed of black ink with phosphoric properties.

  • Iridescence. A streak, printed of special inks, has optical tint. A drawing appears on the surface of the banknote on different angle of view.

  • Latent image Mask. It consists of two images, one of each is visible in daylight, another against the light.

  • Latent image. In the ornamental rosette the figure of banknote's face value is visible when the note is kept angularly at eye level.

  • Iris print. Special type of print, which makes smooth change of one ink colour to other colour.

  • UV security feature. Areas on the banknote which are imprinted with the inks visible under UV light.

  • Paper fibers. Paper of highest denominations includes pink fibers, which are visible as red under uv light.


The National Bank realized such replacements, and optimal order and algorithm of replacement were developed. Banknotes of old design and new design will circulate parallel during one year; it is obligatory to accept as legal tender banknotes of different designs according to the face value. After this year old series can be changed in commercial banks and subdivisions of National Bank during one additional year. And even after this period during 10 years anyone can change old banknotes in subdivisions of National Bank after positive results of examination of the banknotes.

Banknotes exchange order

 

The period of parallel circulation of the old series and series 2006 is one year.

During parallel circulation the old and new series are equal legal tender, it is obligatory to accept them on the territory of the Republic of Kazakhstan for any kind of payments, and to enter in a bank account and for transactions without any limitation or restriction.

At the end of parallel circulation of the old and new series, the old series banknotes cease to be legal tender on the territory of the Republic of Kazakhstan for any kind of payments.

After the end of parallel circulation commercial banks have to accept from natural persons and legal entities old series banknotes and exchange them for new series during 12 months.

After the end of this period commercial banks may not accept old series banknotes and not exchange them for new series. Commercial banks can accept old series banknotes in order to send them to the subdivisions of the National Bank of Kazakhstan for examination in accordance with actual normative rules of the National Bank of Kazakhstan.

During 10 years after the period when commercial banks accept and exchange old series banknotes the territorial subdivisions of the National Bank of Kazakhstan continue to accept old series and after confirmation of their authenticity exchange them for legal tender banknotes and coins. Governing Board of the National Bank of Kazakhstan has a right to prolong mentioned 10-years period of acceptance and exchange of the old series banknotes.

Description of 2006 series banknote 200 Tenge

 

The banknote is printed on the paper with size 126х64 mm.

Face side: prevailing colour is orange-green, prevailing images are vertical. In the center Astan-Baiterek monument is depicted. In the middle of the banknote a fragment of printed music of Kazakhstan National Anthem is printed with white colour on blue, brown and green stripes. On this fragment the white contour of numerical indication of face value is marked. To the left of the monument Kazakhstan National Emblem is printed with green colour. In the middle of the banknote a fragment of printed music of Kazakhstan National Anthem is printed with white colour on black, dark blue and sky blue stripes. On this fragment the white contour of numerical indication of face value is marked. To the left of the monument Kazakhstan National Emblem is printed with blue colour. Kazakhstan National Flag is placed on the upper right part. On the lower part an opened palm is depicted. Face value in Kazakh language letters is shown vertically in the lower right corner.
