This term designates a bank note (usually a proof note or a note with a very low serial number) that has not been issued or released to the public by the central bank or monetary authority. Sometimes, such bank note(s) would reach the outside world through an accidental release or through gifts to VIPs and dignitaries, but often no examples would (be known to) exist in collectors' hands.
